Fowko Kum Kez (/ˈfowko/ /kum/ [consistent] [folder]) is a subtropical Town located in the Ithjegrö Moot of the Viceroyalty of Rosid.

The name Fowko Kum Kez is derived from the Wood Elvish language, as Fowko Kum Kez was founded by Eileen Phreirdrageec, who was culturaly Wood Elven.

Climate

Fowko Kum Kez has a yearly average temperature of 11°C (51°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a freezing -2°C (29°F). Fowko Kum Kez receives an average of 148 cm/y (58 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Fowko Kum Kez covers an area of nearly 5 km2 (2 mi2), and an average elevation of 5022 m (16476 ft) above sea level.

Overview

Fowko Kum Kez was founded durring the early 16th century in spring of the year 1537, by Eileen Phreirdrageec. The establishment of Fowko Kum Kez was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Fowko Kum Kez's construction back out of the project. Eileen Phreirdrageec pushed on reguardles, and Fowko Kum Kez was finished, but starts off as a terible place to live.

Fowko Kum Kez was built using the conventions of Wood Elven durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Fowko Kum Kez is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Fowko Kum Kez is buildings are arranged within a network of crampt packed earth streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The town emploies a series of defencive earthworks, spikes, and fences to provide some protection against wild beasts and smaller groups of intelegent foes. The minimaly adiquite have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.

Fowko Kum Kez seems to be abandoned at first. There are people present, working their trades and going about their business like any community, it’s just they are absurdly quiet. Just as you start to think there might be trouble, you see most of them are smiling, quietly exchanging words with a friend, or simply enjoying the day as they work. It reminds you of an evening at home as everyone dined, having run out of things to talk about and embraced the savory meal before them.

Civic Infrastructure

Fowko Kum Kez has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Fowko Kum Kez. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Fowko Kum Kez's parks.

Fowko Kum Kez has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Fowko Kum Kez.

Fowko Kum Kez has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Fowko Kum Kez has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Fowko Kum Kez has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Fowko Kum Kez's public wards, blessings, and other arcane systems.

Fowko Kum Kez possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Fowko Kum Kez's grid is powered by a god's will and kindness.

Fowko Kum Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Fowko Kum Kez's natural decorations nor waterways.

Fowko Kum Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Fowko Kum Kez has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Fowko Kum Kez's bank was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.

Due to the actions of local Kami, winter is recurring in Fowko Kum Kez.

The Dvorovoi near Fowko Kum Kez are known to be quite timid.

Fowko Kum Kez's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves destroying a prepared ritual vessel to channel Transmutation energies of tier 3 via proclamations.

Economy

Many of Fowko Kum Kez’s structures date back to the ancient past and a long-vanished culture. They have unique architectural traits, perhaps being made of some strange substance or with uncanny qualities. The locals find them too useful or too durable to destroy, but the buildings often have unpleasant little surprises in their under-explored corners, and there may be greater structures still buried by long ages beneath Fowko Kum Kez’s streets.

History

In time immemorial, reportedly some time during the late 2nd century was struck by a great wind storm. A great funnel cloud itself touched down in Fowko Kum Kez, bringing twisting winds which killed 161 people, 279 livestock, and 73 buildings in the disaster.. The disaster is generally remembered as the Howling Winds of Agony.
